Inside Waxahachie city limits, the City of Waxahachie is its own TCEQ authorized agent, so the permit comes from the city’s Building and Community Services office at 408 S Rogers Street, not from the county. Outside city limits and in the ETJ, it goes to the Ellis County Department of Development at 302 N Monroe Street. Both work under Texas Health and Safety Code Chapter 366 and TCEQ rule 30 TAC 285, and both require a licensed installer plus a maintenance contract on any aerobic system.
